Blue Shield Medical and Dental Plan Updates

Blue Shield has shared that starting January 2026, Small Group Off-Exchange PPO plans will feature: Expanded Virtual Care: Virtual Blue will replace Teladoc and NurseHelp 24/7 upon renewal, providing same-day primary care, fast specialist access, and 24/7 support. Enhanced Oncology Management: A new Oncology Utilization Management Program will promote high-quality, cost-effective cancer care while reducing provider administrative burden. Integrated Behavioral Health Benefits: Blue Shield will also directly manage behavioral health benefits, delivering a more connected, whole-person care experience with improved provider access and dedicated support. To view exact terms and conditions of coverage for all 2026 plan offerings, refer to the Evidence of Coverage for the plan, or you can also use the Plan Comparison tool to see plan updates across multiple years and compare plan benefits within the same plan family. Select dental plans will no longer be available for 2026 renewals. As part of simplification, DPPO and DINO plans were withdrawn from the Anthem Specialty portfolio on January 1, 2026. Anthem will be providing written communication to your employer groups enrolled in any of these withdrawing plans 90 days prior to their anniversary. Your groups have the option to renew in a recommended available plan or opt out and choose another available plan. Health Net New Laws and Regulatory Changes for Large Group

The 2026 CA Large Group Notice of Changes (NOC) has been updated as a result of SB 40 (Insulin cost share cap). Health Net has provided notice regarding compliance with new laws and regulatory requirements. It also informs of any Health Net administrative changes. IRS Form 1095-A

Covered California will mail IRS Form 1095-A, the Health Insurance Marketplace Statement, to consumers by January 31, 2026 . This important tax document serves as proof of Minimum Essential Coverage (MEC) and is needed to claim or reconcile the premium tax credit (APTC) when filing your 2025 tax return. IRS Form 1095-A is an important federal tax document that serves as proof of MEC and for individuals to claim the premium tax credit, to reconcile any APTC received, and to file an accurate tax return for the 2025 tax year. The amount displayed on IRS Form 1095-A reflects how much was paid to Covered California Qualified Health Plans to help with the cost of a consumer’s health coverage. IRS Form 1095-A is generated for each enrolled plan (except minimum coverage plans), regardless of whether APTC was applied. If a consumer changed plans or had a gap in coverage at any point in 2025, they may receive multiple 1095-A forms. Important Information to Help Consumers: • Covered California will send IRS 1095-A forms by January 31, 2026. • If a consumer’s communication preference is email, they will receive an email from Covered California. They will not receive their forms in the mail. • If a consumer's communication preference is mail, they will receive their forms in the mail – some may arrive after January 31.
